What is a utility bill in Switzerland?
Under Article 257a of the Swiss Code of Obligations, ancillary costs are payments for services provided by the landlord that are related to the use of the property. They may only be charged to the tenant if this has been specifically and explicitly agreed upon in the lease agreement—general clauses such as “including ancillary costs” are not sufficient.
Obligations and Deadlines
The landlord must prepare an annual statement of account and provide it to the tenant; supporting documents must be retained for the entire duration of the lease and made available for inspection upon request. If the tenant disputes the statement of account, he or she may appeal to the joint arbitration board within 30 days of receipt.
Which costs are recoverable?
Typically apportionable: heating and hot water costs, water/sewage, building maintenance, stairwell cleaning, elevator, common area electricity, and garbage collection fees. In multi-unit buildings, heating and hot water are generally billed based on consumption (VHKA); other costs are usually allocated according to living space or residential units, as specified in the lease agreement.
